Portugal court ruling forces cuts on education, health

LISBON (Reuters) - Portuguese will suffer from cuts to schools and hospitals to protect civil service benefits after the constitutional court rejected austerity measures that would have reduced holiday bonuses and other public sector perks.

The government has had to scramble to find new areas to cut after the court concluded that it was unfair to single out civil servants for reductions in benefits under measures imposed to meet the terms of an international bailout program.

The decision deepens the divide between a protected class of civil servants and other workers, whose lives have become far more precarious during the worst recession since the 1970s.

Although public sector pay has fallen faster than in the private sector during Portugal's economic crisis, state workers still earn on average double the wages of the private sector. Meanwhile, all Portuguese have been hit since January by the largest tax hikes in living memory, and many economists believe more austerity measures will prolong and deepen the slump.

"This decision left me very worried. Civil servants benefit, but not the private sector. It's in the public sector where the government has to cut," said Sonia Castro 39, an unemployed secretary.

Jose Manuel, 56-year-old taxi driver in Lisbon, said the only outcome he sees is that "our lives will only get worse."

The European Commission and particularly Germany have urged Lisbon to waste no time in coming up with new savings in order to keep its bailout program on track.

On Sunday, Prime Minister Pedro Passos Coelho reaffirmed Lisbon's commitments to its fiscal tightening goals under an EU/IMF bailout, promising to compensate for the court decision with other spending cuts.

Coelho has managed to avert the court decision bringing down his government. He survived a no-confidence vote last week and won President Anibal Cavaco Silva's support to stay in office.

Portuguese benchmark bond yields jumped almost 20 basis points in early trading on Monday following late Friday's constitutional court ruling - a sign of investor concern - but then rolled back to Friday's settlement level of 6.42 percent.

NO POLITICAL CRISIS

"The key thing here now is that there is no political crisis, that the government stays on and that it is not planning to renegotiate bailout targets. It could have turned out much worse," said Filipe Garcia, head of Informacao de Mercados Financeiros, an economic consultancy in Porto.

Coelho's pledge to meet targets with more spending cuts means Lisbon will now have to find another 0.8 percent of Gross Domestic Product to satisfy the "troika" of lenders - the EU, European Central Bank and International Monetary Fund - which demand austerity in return for bailout loans.

Lisbon has already promised to its lenders to cut 4 billion euros progressively in spending between 2013 and 2015, and the pace of the cuts will now have to accelerate.

Political scientist Viriato Soromenho Marques said the spending cuts were unlikely to cause new constitutional problems for now. "But most importantly, they will cause problems with people's living standards, which are already very low."

The government now plans to cut spending in areas like the healthcare system, pensions and education.

"They'll have to find solutions that don't run against the constitutional court's line, but I think it's possible to implement savings even in healthcare without getting barred by the court," Garcia said. "Judging by their early response, the government has a backup plan ready."

Analysts said freezing investment in hospitals was one possible measure that could save hundreds of millions of euros, as well as raising the share of medical bills paid by patients.

"The budget hole now opening is quite large, but not impossible to fill with other measures," Citi analysts wrote in on Monday, adding though that the ruling may delay the issuance of a new 10-year bond that had been expected soon.

Analysts say cuts will still have to fall on the public sector wage bill and pensions which make up 60 percent of state spending. But protecting the perks of those with steady civil service jobs means imposing more pain on contractors.

Some economists say new cuts are still a better option than more tax hikes.

"I was really concerned with their insistence on tax hikes, so it's probably a macroeconomic positive that they will cut spending," said Gilles Moec, Deutsche Bank economist in London.

"The overall story with the court remains a negative ... but 0.8 percent of GDP is not the end of the world," Moec said, adding that he did not expect any major delays with Lisbon obtaining new bailout tranches or extension of loan maturities that are being negotiated with its European partners.

Lisbon has to cut the budget deficit to 5.5 percent of gross domestic product this year from 6.4 percent in 2012, when it missed its goal but was still lauded by lenders for its efforts. The lenders have eased Portugal's deficit goals twice since the rescue was agreed, recognizing consolidation efforts.

Increasingly, there are economists who believe the endless rounds of austerity imposed by the international lenders are self-defeating, by preventing economic growth.

More austerity could "bring improvements in headline numbers at a great unnecessary cost," said Nicholas Spiro, Managing Director at Spiro Sovereign Strategy in London.

"If it were not for the Troika's leniency and the dramatic rally in Portuguese debt, the program would have already failed by now ... What undermines it the most is that there is no growth and no real prospects of growth soon."

Gene variations predict chemotherapy side effects

Apr. 9, 2013 ? Seemingly benign differences in genetic code from one person to the next could influence who develops side effects to chemotherapy, a Mayo Clinic study has found. The study identified gene variations that can predispose people to chemotherapy-induced peripheral neuropathy, a condition that is hard to predict and often debilitating enough to cause cancer patients to stop their treatment early.

Results of the research were presented today at the American Association for Cancer Research Annual Meeting 2013 in Washington, D.C.

The study, which implicates the genes EPHA5, ARHGEF10, and PRX, is the first to mine large swaths of the human genome for predictors of chemotherapy side effects. Further research into these genes and others may enable clinicians to use genomic information to more safely deliver these potentially toxic treatments.

"Our study creates a path for how to approach the whole genome in order to tailor cancer treatments," says Andreas Beutler, M.D., an oncologist at Mayo Clinic Cancer Center and senior author of the study. "That is important because we would not only like to cure people's cancer or help them live longer, but we also wish to provide them with the best quality of life."

Chemotherapy-induced peripheral neuropathy affects an estimated 20 to 30 percent of cancer patients treated with chemotherapy agents. The symptoms can be as mild as a light tingling or numbness, but can progress to a loss of feeling in the hands and feet, or to the point where patients can no longer walk normally and are left with a permanent feeling of numbness or pain. Currently, there is no way to predict which patients undergoing chemotherapy will develop this side effect or to what degree.

There are approximately 50 genes linked to a hereditary form of peripheral neuropathy. However, many of the people who have a mutation in one of these genes experience no symptoms until they are exposed to chemotherapy. Dr. Beutler decided to first consider those 50 genes as the most likely suspects, and then expand his search to the wider human genome for other predictors of chemotherapy-induced peripheral neuropathy.

Dr. Beutler's approach relied on exome sequencing, a type of DNA sequencing that focuses on the exonic regions of the genome that code for functional proteins. These protein-coding regions are believed to harbor about 85 percent of all disease-causing mutations.

Dr. Beutler and his colleagues performed exome sequencing on 20,794 genes from 119 cancer patients, over half of whom had developed chemotherapy-induced peripheral neuropathy during the course of a chemotherapy clinical trial.

First, they looked at the 50 hereditary neuropathy genes and found one -- EPHA5 -- that appeared to predispose the patients to chemotherapy-induced peripheral neuropathy. Next, researchers analyzed the remaining 20,000 genes and discovered two new genes -- ARHGEF10 and PRX -- that are also associated with chemotherapy-induced peripheral neuropathy. They validated those findings in another group of 75 cancer patients.

The results suggest that the two conditions, hereditary neuropathy and chemotherapy-induced peripheral neuropathy, may share genetic roots in some patients. They also point to ways that clinicians can improve cancer treatment. For instance, if clinicians know which patients are at risk for a particular chemotherapy side effect, they can use the information to individualize treatment.

Dr. Beutler and his team plan to expand their study to look at the entire genome, not just the protein-coding regions, in as many as 1,000 cancer patients. Dr. Beutler says any additional genes they find will add to the larger picture of symptom control in cancer treatment.

"What we are doing at Mayo is much larger than just uncovering a handful of genes," says Dr. Beutler. "We are using cutting-edge genomics research to enhance our strengths in clinical trials and develop new methods to individualize medicine."

Tim Armstrong Defends Aol's Content Business, Announces New Ad ...

Aol CEO Tim Armstrong sang the praises of programmatic, automated advertising today during his keynote presentation at the Ad:Tech conference in San Francisco, and he announced a new Marketplace tool to help publishers manage their ads. So when Fortune?s Adam Lashinsky took the stage to interview him, he asked: Was it meaningful that Armstrong didn?t talk about Aol?s content and publishing business?

After all, Lashinsky pointed out that Aol has made some pretty big investments in content, especially with the acquisition of properties like the Huffington Post and, yes, TechCrunch. Armstrong answered that he still sees content as a big opportunity ? he was just tailoring his message to the audience.

Indeed, if you look at companies like Amazon, Netflix, Google and Microsoft, it seems like more tech companies are getting into the content business. Armstrong argued that Aol was one of the first online ad companies to ?try and jump in and do both sides.?

At the same time, Armstrong acknowledged that there does seem to be a shortage of big-name talent in web content and that he?s looking forward to seeing ?a lot of the brainpower? moving from offline to online. (I?m not sure what kind of talent he was referring to, so I?ll try not to take that personally.)

?If we were to take all the technology people in this room and switched them to content management systems, the opportunity is just as big,? Armstrong added.

Continuing on that theme, Lashinsky said that traffic to Aol properties doesn?t seem to be growing. Armstrong said it?s been ?a very, very challenging situation? because Aol is trying to ?switch the engines while the plane is flying? ? there are new properties that are growing, but the company is also saddled with others that are declining or that it has shut down. The good thing, Armstrong said, is that the mix of Aol?s traffic ?looks different than it did three years ago,? that ?Wall Street has gotten more excited,? and that ?we?ve been able to stuff the company with lots of talent.?

Lashinsky also asked Armstrong about his earlier statement that if he was making the decision for himself (rather than Aol), he?d be interested in buying Time Inc. Armstrong said that?s because he?s a big believer in the media brands that Time has built: ?People undercut how powerful brands are.?

My boss Alexia Tsotsis really hates that word, but to illustrate his point, Armstrong said that Fortune hosts a successful conference every year based on the magazine?s brand ? if Armstrong wanted to start ?Tim?s online finance site? and hold his own conference, he said, ?I would bet on Fortune more than Tim?s finance.? He also said that Aol is trying to acquire ?meaningful? online brands. That was the rationale behind the HuffPo and TechCrunch acquisitions, and he said they?ve led to traffic and revenue that has ?exploded.?

As for the new Marketplace product, it?s a supply-side platform that Aol is pitching as a competitor to Google and as something that completes the company?s ad-tech stack.

ARLINGTON, Va.The Office of Naval Research (ONR) today launched a collaborative initiative with university researchers focused on synthetic, or engineered, cellspart of a larger effort to use the smallest units of life to help Sailors and Marines execute their missions.

ONR currently has multiple ongoing projects in the field of synthetic biology, which offers new tools and methods for creating new organisms with specific functions, such as threat monitoring.

Even the simplest cells can have complex functions, such as being able to move in a particular direction or glow in the dark. The idea is to make these capabilities useful to humans by directing their natural functions and adding non-natural functions to a cell's repertoire.

In one instance, ONR is examining synthetic cell circuitsgenetic programs designed by scientists either to make a cell perform a certain task or change the way a cell would normally do the task. For example, plants have been engineered to turn white when they detect trinitrotoluene (TNT) as a visual cue to their handlers.

"We're developing better ways to program cells to detect things we're interested inlike explosivesand then communicate that they've found that chemical to a device like a robot," said Dr. Linda Chrisey, ONR program officer for naval biosciences and bio-centric technology. "For example, you could grow these special cells on a silicon chip that's part of a robot. When the cells detect something and respond, they would communicate this information to the 'mother ship'the autonomous robot system."

One of ONR's biggest successes to date was a TNT-detecting plant. This "plant sentinel" transitioned to the Defense Threat Reduction Agency and Department of Homeland Security in 2010. A small company was founded to modify this plant for other applications, such as chemical warfare detection and crop security.

"The grand plan is to try and take advantage of the natural capabilities of microbes to collect chemical and physical signal information of different types and process this information," Chrisey said. "We already make a lot of medicines and industrial products using cells and engineered cells. Synthetic biology is going to smarten that process up, make it less susceptible to failure and save money by allowing us greater control of the engineered cells."

Another initiative is looking at microbes that use carbon dioxide and electrical current for their metabolism and programming them to make liquid fuels. "Eventually, in a remote location, with just a vial of these organisms and materials that most people consider to be waste products, Sailors or Marines could potentially make organic compoundssuch as fuel, medicine or polymerson demand, even under austere conditions," Chrisey said.

In the long term, synthetic circuits offer possibilities for enabling new methods for manufacturing. These new processes can be used: to make certain products, such as biofuels, pharmaceuticals and specialty chemicals; as medical devices and therapies for infection control, regenerating tissues and disease treatment; as environmental sensors and pollution treatments; and for micro-robotic systems.

The Multidisciplinary University Initiative (MURI) launched today, "Next-generation genetic devices: Model-guided Discovery and Optimization of Cell-Based Sensors," is aimed at applying tools from synthetic biology to construct high-performance and robust genetic sensors that respond to non-natural signals, such as non-visible wavelengths of light (ultraviolet and infrared) and magnetic fields. This program is expected to contribute to the development of "smart" hybrid biological-robotic systems that will detect threats in the environment. The universities involved are the Massachusetts Institute of Technology, Penn State, Rice University, Rutgers University, California Institute of Technology and University of Minnesota.

MURI efforts involve teams of researchers investigating high-priority topics and opportunities that involve more than one technical area. This multidisciplinary approach often stimulates innovations, accelerates research progress and expedites transition of results into naval applications.

Philly Fire Department mourns 3rd loss in a year

PHILADELPHIA (AP) ? Philadelphia firefighters mourned the loss of one of their own in the line of duty for the third time in less than a year, saluting the body of a veteran captain as it was carried from the ruins of a three-story building that collapsed underneath him during a blaze.

At an emotional news conference late Saturday after the fire in the city's Fabric Row section was extinguished, Fire Commissioner Lloyd Ayers told reporters that the victim, 53-year-old Capt. Michael Goodwin, was his friend and "a ladder man. A firefighter's firefighter."

"He's the kind of guy who looked out for his folks ? a big guy," Ayers said. Goodwin had been with the department for 29 years.

A colleague of the fallen firefighter, 28-year-old Andrew Godlinski, was burned on his hands while trying to rescue his comrade and is recovering, officials said.

The loss came as the Fire Department prepared to mark a year since an April 9 blaze at a warehouse that killed Capt. Robert Neary, 59, and Daniel Sweeney, 25. They also died in a collapse, which came as they inspected an adjacent building.

"We have a department that is wounded," Ayers said. "We have scars that are fresh, and indeed they have now been reopened."

Saturday's fire appeared to have started in a fabric store downstairs before spreading to upstairs apartments and a neighboring boutique, the store's owner said. The proprietors of both stores told The Philadelphia Inquirer that everyone in both buildings at the time of the fire managed to escape.

The fire's cause wasn't immediately known, but Bruce Blumenthal, the owner of Jack B. Fabrics, said he believes it started in a wall and may have been electrical in nature.

Blumenthal said he smelled smoke coming from the basement around 5 p.m. and found a box of collars and cuffs on fire. He tried to put the flames out with an extinguisher, to no avail.

Goodwin was on the roof of the building when it collapsed, trapping him inside. Godlinski tried to rescue him before a second-floor roof and two walls also collapsed, officials said.

Goodwin is survived by a wife and two grown children, Ayers said.

The fire cut power to more than 300 customers. The Red Cross is assisting at least 17 people.

ITHACA, N.Y. ? The Cornell track and field teams renewed one of its most storied traditions on Saturday, hosting a match in the Transatlantic Series with Oxford and Cambridge. Teaming up with traveling partner Penn, the Big Red had its quadrennial U.S. match against its United Kingdom counterparts at the Robert J. Kane Sports Complex and came away victorious, 15-4 on the women's side and 14-5 on the men's side.

After hosting their guests from Oxford and Cambridge and enjoying a banquet together on Friday night, the four sides met in what was a very friendly but fiercely fought meet on Saturday morning. The quality of the meet was very high, however, as seven series records were set including in five of the eight throwing events.

The Cornell women acquitted themselves very well, accounting for 12 of the Cornell/Penn team's 15 event wins/points. In addition, the Cornell women had three of the four series records set in the women's competition, nine ECAC qualifiers and a new freshman record. Indeed, four of Cornell's event wins/points came from freshmen. And senior co-captain Victoria Imbesi claimed three event wins and a series record all by herself.

The day got off to a very good start in the women's 3K steeplechase. With temperatures still hovering around 32 degrees, conditions were not ideal in an event that involves clearing a water jump, but freshman Claire DeVoe was not deterred, leading from the gun in winning in 10:32.51, an ECAC qualifier in only her third career attempt at the event. She also broke the school freshman record of current junior Rachel Sorna to move to No. 6 all-time at Cornell and also broke the series record held by former Cornell school record-holder Stephanie Pancoast '10. Also running well was sophomore Corey Dowe (11:04.86) and freshman Maggi Szpak (11:10.96).

Next up in the 1500, freshman Kristen Niedrach was the top declared scorer to finish, crossing the line in third overall in 4:43.50 to earn a point for Cornell/Penn; classmate Caroline Kellner led most of the race in a very good effort to run 4:39.79 for second overall. Also running well to open their outdoor seasons were senior Alyssa O'Connor (4:42.98) and junior Dale Kinney (4:45.43).

Another freshman scored points for Cornell in the 400 as Udeme Akpaete continued to impress, bettering the ECAC standard with a first-place finish of 55.56. Senior co-captain Libby O'Brien was second in 57.17. Cornell's other freshman event winner was Dina Iacone, who took the 5000 in 17:26.74 with a strong second half of the race. Also racing extremely well in that event was junior Lauren Lapointe, who produced a remarkable 50-second personal best to place second in a fine 17:32.03, setting a personal best at 3000 meters for good measure en route.

Cornell got another series record on the track from junior Ebolutalese Airewele, who won the 200 into a head-wind, crossing the line in an ECAC-qualifying 24.80. Cornell closed out the meet with an event win in the 4x400 as sophomore Elyse Wilkinson (57.8), sophomore Tess Berghoff (57.6), Akpaete (56.0) and Woolley (55.8) ran 3:47.47, an ECAC qualifier. And in the first event of the meet, an exhibition 3000, freshman Meghan McCormick placed first in 10:55.00.

The Big Red was terrific in the field. Senior tri-captain Victoria Imbesi was seemingly everywhere, winning three of the four throwing events, qualifying for ECACs in each. She set a series record of 48' 1 3/4? to win the shot put before taking the javelin in 142' 1?. And she added the discus to her repertoire, moving to No. 5 all-time at Cornell with a mark of 152' 11?.

Classmate Claire Dishong won the vault (which was moved indoors due to cross-winds in the morning), clearing 12' 6 1/4?, and senior Lindsey Patterson was third at 12' 2 1/2?. Sophomore Dominique Corley was the Big Red's other event winner, taking the long jump at 18' 8 1/2?, coming through with a clutch sixth jump to win. Senior co-captain Ailish Hanly took second in a good high jump competition, clearing 5' 5 1/4'.

On the men's side, the Cornell and Penn men teamed up for a 14-5 victory, with the Big Red accounting for 12 of those event wins/points. Cornell had 13 IC4A qualifiers on the day, boasted a meet record and had a new track record as well.

The Big Red got off to a great start in the very first event. Indeed, in his very first throw of the competition, sophomore Stephen Mozia broke Dave Doupe's series record in the shot put with a heave of 58' 2?. Mozia had a terrific day overall, taking second in the discus with an IC4A-qualifyig 176' and producing the best hammer mark of the day, 181' 2?. The event winner for points was senior Bob Fiedler, Cornell's declared thrower, who bettered the IC4A standard with a mark of 176'.

As usual, event wins and points were plentiful for Cornell in the field. Junior co-captain Peter Roach had a seasonal best (and IC4A-qualifying) 16' 8 3/4?. Sophomore Keith Rayburn was second at 15' 9?, also over the Eastern standard. The high jump was going to be a tough event for Oxford/Cambridge as the Cornell and Penn teams boasted two All-Americans and four seven-foot high jumpers. Junior Montez Blair won the event at 7' 1/4?, and classmate Tommy Butler was also over the IC4A qualifying mark with a second-place clearance of 6' 10 1/4?. Fellow junior Steven Bell took the long jump, leaping 23' 6 1/4? into a headwind for an IC4A qualifier and placed second in the triple jump at 46' 6?.

On the track, sophomore David Melly won the first event of the day, running 9:27.10 to take the 3000 steeplechase, as Cornell runners took the first four places. Hurdling success continued in the shorter events.

Freshman Max Hairston moved to No. 10 all-time at Cornell with a first-place run of 14.48 while senior Zach Zeller joined him as an IC4A-qualifying 14.56. Hairston doubled back to place second in the 400 hurdles at 53.31 for second, an IC4A qualifier.

The senior class led the way in the other track events. Bruno Hortelano-Roig looked very strong in powering to a new track record in the 400, crossing the line in 47.55, No. 7 all-time at Cornell. Freshman Larry Gibson was third in 48.72.

In the 100, senior co-captain Jedidiah Adarquah-Yiadom was first in 10.79. Fellow senior Nick Wade took the 800, closing impressively to win in 1:51.78 as he joined the others as IC4A qualifiers. Sophomore Rutger Admirand closed well to run 1:53.30, a seasonal best. Senior Matt McCullough also raced very well, closing very strongly to win the 5000 in 14:43.03 as sophomore Ben Potts was second in 14:48.12. And in the exhibition 3000 that began the meet, freshman Tyler Kawalec ran 8:48.31 to place first for Cornell.

Cornell will renew its friendly rivalry with Oxford and Cambridge next summer as the team will tour the United Kingdom with travel partner Penn in June 2014.

Next up in the 2013 outdoor season for most of the team is the Bucknell Invitational on Saturday and Sunday.. A few members of the men's team will compete at the George Mason Invitational on Saturday, April 13. The Big Red will also host a decathlon and heptathlon on Friday and Saturday in Ithaca.

Kennedy joins Iranian exiles protesting in Sweden

STOCKHOLM (AP) ? Hundreds of supporters of an Iranian opposition group have rallied in Stockholm, denouncing the Islamic Republic's regime and urging the U.N. to better protect the group's members in neighboring Iraq.

Former U.S. Congressman Patrick Kennedy was among the speakers Saturday at the demonstration in support of the Mujahedin-e Khalq, or MEK.

The crowd waved Iranian flags and chanted "down with Mullahs' regime" before marching toward the Swedish Parliament.

The MEK fought alongside Saddam Hussein's forces in the Iran-Iraq war and until recently was listed by the U.S. as a terrorist organization. The group says it renounced violence in 2001.

The U.N. says more than 3,000 MEK members live at a former U.S. military base in Iraq. Iraq still considers MEK a terrorist group and wants it out of the country.
