Pilots Are America's Most Privileged Gadget Users (The Atlantic Wire)

As of yesterday, pilots became our nation's most?privileged?gadget users when the FAA?approved?iPad use during?all stages of flight, as?the?National Transportation Safety Board?recommended?a nationwide ban on cell phones in cars -- including Bluetooth or hands-free devices.?As we know from Alec Baldwin's Words With Friends problem and Bits Blog's Nick Bilton's (sad) crusade against airplane mode,?regular folk in the coach cabin can't use their iPads during take off. Now, in an ironic twist: pilots can. And to worsen the blow, non-pilots can't even use their phones in cars now.?

Related: Are 11,000 iPads Worth Their Weight in Jet Fuel?

The NTSB has a very good reason to limit talking or texting on the roads. (Though, we're not sure about that hands-free bluetooth ban. Really?) On the other hand, this iPad pilot rule seems totally exclusionary, at least to our airplane mode crusader, Bilton, who has a column up today pointing out the hypocrisy of the latest exception to the rule.

The rule barring passengers from using a Kindle, an iPad, or even a calculator, were originally made to protect the electronics of an aircraft from interference. Yet pilots with iPads will be enclosed in the cockpit just a few inches from critical avionics on a plane.

If the argument has to do with interference, the rule does not make any sense.?

Related: The Sad Fliers' Crusade for Airplane Mode

The rule's absurdity might seem obvious to some, but unfortunately for Bilton and his sympathizers, the airplane mode crusade still doesn't look like it's going anywhere.?This new iPad regulation made an earlier?test-program?official -- because of its success. These airplane drivers will use?iPads not to play games or read, but to replace bulky maps, which will theoretically save on?jet fuel costs,?argues?the airline industry. Though, that is up for debate, when one considers the price of iPads compared to fuel, as SplatF's Dan Frommer did a few months ago. Even so, it's not all about fuel: iPads will also increase efficiency, with access to the most up-to-date maps and GPS. And in any case, not that many people seem to care about shutting electronics off for five minutes of flight time. That?petition?angry gadget users started almost two weeks ago, still only has 1,424 signatures, of its 25,000 goal.?

Related: You Probably Won't Want Amazon's Kindle Fire for Christmas

In light of all of this, the FAA is defending?its position. "This involves a significantly different scenario for potential interference than unlimited passenger use, which could involve dozens or even hundreds of devices at the same time," the FAA said in a statement to Bits Blog.?

Related: The End of Caller ID

Now, of course, manning a plane isn't exactly like driving a car. But, taking away car-phone time makes this whole thing sting worse. Pilots can use tech things whenever they want; the rest of us can't.?

Lost Rembrandt portrait revealed

An unfinished self-portrait by the Dutch master Rembrandt has been discovered under another painting using advanced scientific techniques.

No detail is visible in the face, but experts say it matches a reproductive print from 1633 that has an inscription saying it is by Rembrandt.

X-ray scanning was used to detect the pigments in hidden layers of paint.

A leading expert on Rembrandt said he was convinced of its authenticity based on similarities in painting style.

The unfinished self-portrait was discovered under another panel said to be by the master - Old Man with a Beard.

Art historian Ernst van de Wetering, head of the Rembrandt Research Project, said there were key technical similarities in painting style between the self-portrait and authenticated works by Rembrandt that date to the 1630s.

There is also a copy of the painting that must have been made by one of the pupils in the artist's studio.

The self-portrait was revealed when the painting was scanned at the Brookhaven National Laboratory in New York and the ESRF light source in Grenoble, France.

Koen Janssens of the University of Antwerp, Belgium, told BBC News: "The portrait is considered to be an early work. So this documents a little bit better how Rembrandt in his early period was functioning in his workshop.

Prof Janssens, who led the X-ray scanning, added: "Which projects did he start? Which ones did he finish? How many are there that he changed his mind about and started over."

The technique of X-ray Fluorescence Spectrometry allowed the different chemical elements present in the paint to be mapped, revealing different views of the hidden image.

Even unconsciously, sound helps us see

Friday, December 2, 2011

"Imagine you are playing ping-pong with a friend. Your friend makes a serve. Information about where and when the ball hit the table is provided by both vision and hearing. Scientists have believed that each of the senses produces an estimate relevant for the task (in this example, about the location or time of the ball's impact) and then these votes get combined subconsciously according to rules that take into account which sense is more reliable. And this is how the senses interact in how we perceive the world. However, our findings show that the senses of hearing and vision can also interact at a more basic level, before they each even produce an estimate," says Ladan Shams, a UCLA professor of psychology, and the senior author of a new study appearing in the December issue of Psychological Science, a journal published by the Association for Psychological Science. "If we think of the perceptual system as a democracy where each sense is like a person casting a vote and all votes are counted (albeit with different weights) to reach a decision, what our study shows is that the voters talk to one another and influence one another even before each casts a vote."

"The senses affect each other in many ways," says cognitive neuroscientist Robyn Kim. There are connections between the auditory and visual portions of the brain and at the cognitive level. When the information from one sense is ambiguous, another sense can step in and clarify or ratify the perception. Now, for the first time, Kim, Megan Peters, and Ladan Shams, working at the University of California Los Angeles, have shown behavioral evidence that this interplay happens in the earliest workings of perception?not just before that logical decision-making stage, but before the pre-conscious combination of sensory information.

To demonstrate that one sense can affect another even before perception, the researchers showed 63 participants a bunch of dots on a screen, in two phases with a pause between them. In one phase, the dots moved around at random; in the other, some proportion moved together from right to left. The participants had to indicate in which phase the dots moved together horizontally. In experiment 1, the subjects were divided into three groups. While they looked at the dots, one group heard sound moving in the same direction as the right-to-left dots, and stationary sound in the random phase. A second group heard the same right-to-left sound in both phases. The third group heard the identical sound in both phases, but it moved in the opposite direction of the dots. In the second and third conditions, because the sound was exactly the same in both phases, it added no cognitively useful information about which phase had the leftward-moving dots. In experiment 2, each participant experienced trials in all three conditions.

The results: All did best under the first condition?when the sound moved only in the leftward-motion phase. The opposite-moving sound neither enhanced nor worsened the visual perception. But surprisingly, the uninformative sound?the one that traveled leftward both with the leftward-moving dots and also when the dots moved randomly?helped people correctly perceive when the dots were moving from one side to the other. Hearing enhanced seeing, even though the added sense couldn't help them make the choice.

The study, says Kim, should add to our appreciation of the complexity of our senses. "Most of us understand that smell affects taste. But people tend to think that what they see is what they see and what they hear is what they hear." The findings of this study offer "further evidence that, even at a non-conscious level, visual and auditory processes are not so straightforward," she says. "Perception is actually a very complex thing affected by many factors."

"This study shows that at least in regards to perception of moving objects, hearing and sight are deeply intertwined, to the degree that even when sound is completely irrelevant to the task, it still influences the way we see the world," Shams says.

How NASA Could Get Its Spaceflight Groove Back (SPACE.com)

NASA's better days can appear long past to the public. The U.S. space agency that once landed a man on the moon now wrestles with questions of existential crisis after retiring its space shuttle fleet this year. But it may still have enough leftover mojo to boldly set new goals to go where no man has gone before ? if it can shake off its instinct to always look for guidance from the president and Congress.

A chance exists for NASA to declare a new vision for space exploration, said Jeff Leitner, founder and dean of Insight Labs. His nonprofit group wants to help the space agency control its destiny based on the authority of its "smartest, badass scientists" and spaceflight achievements, rather than acting as a political football for lawmakers while waiting for someone to decide its next mission.

"If they were in Silicon Valley, we'd be worshiping them," said Jeff Leitner, founder and dean of Insight Labs. "But they're NASA, so we're cutting their budget."

Removing the blinders

Part of the uncertainty problem surrounding space exploration is that "the public narrative around NASA seems broken," Leitner explained. Even as news reports glowed over fantastical visions of possible new technologies from the secretive Google X lab in November, NASA was carefully preparing to launch its nuclear-powered Curiosity rover ? the size of a Mini Cooper ? to explore the possibility of life on Mars.

The other part of the problem may come from NASA's blindness to its own "cool" factor. That realization came to Leitner during a 3-hour Friday-morning talk among NASA representatives and big thinkers from all walks of life at NASA Langley Research Center in Virginia on Nov. 18.

"We got there by having people in [the] room who are experts in science and technology say [to the NASA representatives], 'You know we're looking to you for that guidance on space exploration," and watch NASA be surprised by their own credibility," Leitner told InnovationNewsDaily.

NASA's blindness to its brand's coolness became more evident as the discussion wore on. Leitner and his Insight Lab colleagues posed a hypothetical to the NASA representatives: If they summoned Larry Page, Google cofounder, and Mark Zuckerberg, Facebook founder, to a meeting, would the Silicon Valley VIPs attend?

The NASA representatives said they didn't know. "Of course [they'd come], you're NASA!" Leitner and his colleagues responded.

Taking control

NASA's chance to take a new leadership role arises in a time when new countries and private spaceflight companies alike have begun crowding into an area once dominated by the United States and the former Soviet Union. That "fragmented environment" gives a chance for NASA to possibly become both architect and chief builder for space exploration.

"Somebody has to be the architect; NASA has earned that role," Leitner said. "We were in the building where Orville Wright had his office. If you're that guy, you get to declare the nation's priorities for flight."

By setting its own grand strategy, NASA could better hold a steady course despite new presidential administrations or changing budgets. That would buck the trend of allowing Congressionally-approved budgets to decide spaceflight missions and goals.

"NASA has an opportunity that they didn't know they had," Leitner explained."They currently judge their value in the world based on budgetary guidelines; that doesn't quite resonate with public perception or narrative."

One small step

Insight Labs organized its "Reclaiming Public Fascination" meeting with the goal of sparking a conversation among outside thinkers about changing NASA's public narrative and message. Such a target seemed more achievable in a 3-hour meeting than changing the mission of NASA or figuring out a new direction for technological breakthroughs.

But Insight Labs also aims to do much more than simply provide standard consulting advice to organizations for free. It aims to help tackle the big problems that keep the heads of government agencies and nonprofits up at night.

"A lot of people say, 'Here's how you can reorganize yourself to be more efficient,' but a lot of big-name organizations are solving the wrong problem," Leitner said. "We go way up the headwaters of the problem."

The Insight Labs founders have already begun more in-depth interviews with some of the thinkers who attended the meeting, and continue to talk with NASA about making slight changes to past assumptions to make the path forward easier. In one email, Leitner told a NASA contact that the space agency was still "planning for gravity in a zero-gee environment." Why not float free?

Pakistan rejects Afghan plea to attend conference (AP)

KARACHI, Pakistan ? Pakistan's prime minister said Wednesday he rejected a personal plea from the Afghan president to reconsider Islamabad's decision to boycott an upcoming international conference on Afghanistan over NATO airstrikes that killed 24 Pakistani troops.

Prime Minister Yousuf Raza Gilani's comments showed how the weekend attack not only poisoned ties between Pakistan and the U.S., which leads NATO forces in Afghanistan, but also between Islamabad and Kabul. This atmosphere will make it that much harder to find a sustainable end to the Afghan war.

Pakistan is angry at Kabul because the NATO aircraft that carried out the strikes on two army border posts before dawn Saturday were based in Afghanistan. A video released by the army Wednesday showed the mountainous terrain in Pakistan's Mohmand tribal area where the attacks occurred.

"Afghan land has been used against Pakistan, and we are protesting against this," Gilani told reporters in the southern city of Karachi. "We don't want the land of our brother country, which is like a twin, to be used against Pakistan."

Pakistan announced Tuesday that it planned to skip the Dec. 5 conference in Bonn, Germany, that is intended to map out a sustainable future for Afghanistan once international troops withdraw. Few had high expectations for the conference, but the absence of Pakistan will make even minor progress more difficult.

Pakistan had already closed its borders to shipments of supplies heading for NATO troops in Afghanistan and demanded the U.S. vacate an air base that it has used for American drones in retaliation for the attacks.

Karzai called Gilani late Tuesday and asked him to reverse Pakistan's decision to boycott the Bonn conference, said the prime minister. But Gilani told him the country would not come "unless assurance is given to Pakistan's security, sovereignty, integrity, honor, dignity and self-respect."

U.S. and NATO officials have expressed their sympathies over the deaths of the Pakistani soldiers and are investigating exactly what happened. But Pakistan is still outraged, and one of its top generals said Tuesday that the army still believes the attacks were a "deliberate act of aggression."

According to U.S. military records described to The Associated Press, the weekend incident occurred when a joint U.S. and Afghan special forces patrol requested backup after being hit by mortar and small arms fire by Taliban militants. Before responding, the joint U.S.-Afghan patrol first checked with the Pakistani army, which reported it had no troops in the area, the military account said.

Gen. Ashfaq Nadeem, Pakistan's director of military operations, gave a different version of events Tuesday in a detailed briefing to a select group of newspaper editors, talk-show hosts and defense analysts, according to those who attended and media reports that followed.

Nadeem said minutes before the first army post, Volcano, was attacked, a U.S. sergeant from the "Tactical Operations Center" called a Pakistani major on duty and told him that American special forces received indirect fire from an area called Gora Pahari, according to The News, an English-language newspaper. Gora Pahari is 9 miles (15 kilometers) from the location of the army posts, the general said.

Before the Pakistani major could respond to the call, two helicopters appeared and attacked Volcano, prompting the nearby Boulder post to fire at the aircraft. Pakistan notified NATO it was attacking a Pakistani army post, said Nadeem. The attack started around 12:15 a.m. and continued for about 50 minutes, said Nadeem.

The helicopters returned about 10 minutes later and attacked a group that was trying to reinforce Boulder, according to the general. The second attack lasted about an hour, and Pakistani troops engaged the helicopters with all available weapons, including 26 air burst round, Nadeem said.

A video released by the Pakistan army Wednesday allegedly showed the rugged mountain ridge in Mohmand where the posts were located. The posts, which were quite small and made up of stacked gray stones, looked damaged in several places. The terrain was very steep, and the rocky mountainsides contained very little vegetation.
