How a GOP Focus on Minorities Could Pay Off

It may seem contrarian, but Republicans could be well-served by focusing on winning over African-Americans with an aspirational agenda that includes education reform, economic growth and faith-based initiatives.?

In fact, a new Associated Press analysis, which reports record-high turnout among blacks along with lagging white turnout in the 2012 presidential election, underlines the point.

The study suggests that the historic nature of President Obama?s candidacy raised African-American turnout to historic levels that aren?t likely to be replicated.?If a future Republican nominee got merely 10 percent of the black vote, with lower turnout levels, swing states like Ohio, Florida, Virginia and perhaps even Pennsylvania could flip.?A more relatable nominee may also increase turnout among working-class whites.

Latinos, despite their growing numbers, still lag behind in turnout, and immigration reform is one way to focus on that piece of the puzzle.?But policy items like education reform, which may appeal to a broader population of minority voters, could be a productive ticket for Republicans and should not be ignored.

Visualized Space hurricane! NASA's Cassini records super cyclone on Saturn video

If the crashing sound of lightning striking Saturn wasn't enough to excite your inner-meteorologist, then perhaps footage of a raging extraterrestrial hurricane will win you over. After orbiting the ringed planet for nine years, NASA's Cassini probe has managed to snag video of a super storm on the celestial body's north pole. Cloaked by the darkness of winter, the hurricane's eye became visible as Saturn's northern hemisphere transitioned into spring. Unlike the tropical cyclones of Earth (see: Hurricane Katrina, Sandy and Irene), this furious typhoon has been spinning for several years and has winds that flow at speeds exceeding 300MPH. Further differentiating itself from our world's whirlwinds, this alien cyclone is locked to its planet's north pole and is fueled by small amounts of water vapor instead of an actual ocean. Completely in a category of its own, the hurricane's eye measures about 1,250 miles wide and is surrounded by fluffy white clouds the size of Texas. Goldencents, Itsmyluckyday jog at Churchill Downs

LOUISVILLE, Ky. (AP) ? Doug O'Neill's first full day at Churchill Downs already has him feeling like he could achieve something special in the Kentucky Derby.

Again.

Back at the track for the first time since winning last year's Derby with I'll Have Another, the trainer is thinking about winning another Run for the Roses.

And why not?

This time around, the trainer has Goldencents, who like I'll Have Another, comes into the Saturday's Derby off a victory in the Santa Anita Derby.

"It's great to be back," O'Neill said. "It's wonderful looking at the twin spires and dreaming of what could be coming on May 4."

Goldencents has O'Neill looking forward to Saturday, especially after the 3-year-old colt took his first jog around the track. A day after making the cross-country flight from California, the colt co-owned by Louisville basketball coach Rick Pitino jogged a leisurely mile with exercise rider Jonny Garcia aboard. Jockey Kevin Krigger looked on.

"He looked great," O'Neill said before showers passed over the track following the jog. "We just had an easy day with him, but I was real happy with the way he looked, Jonny was happy with the way he felt. If all goes well, we'll gallop him tomorrow."

Goldencents had his last workout Thursday at Santa Anita, covering six furlongs in 1:16.20 at Santa Anita. Most notable about the workout was covering the final three furlongs in 36.00, boosting O'Neill's Derby outlook.

Goldencents has won two of three starts this year and totals four wins in six career races. After a fourth-place finish in the San Felipe Stakes, the colt rebounded with a 1?-length win over Flashback in the Santa Anita Derby.

Krigger has been the regular rider and will have a chance on Saturday to become the first African-American jockey to win the Derby since 1902.

Though Krigger wasn't sure if he'd get aboard Goldencents before Saturday, O'Neill has about 10 mounts planned for him so the jockey becomes familiar with the track and its surface.

"I'm happy either way how we do it, so it doesn't really matter to me if I do or not," Krigger said. "I would like to, though."

Also, Florida Derby runner-up Itsmyluckyday jogged just over a mile following his van trip from Florida. The Holy Bull winner had his last workout Thursday at Calder Race Course, clocking 53:00 over four furlongs before making an 18-hour van trip to Kentucky.

Exercise rider Peter Shelton said Itsmyluckyday was bouncing and eager to keep going during his jog, just the kind of enthusiasm trainer Eddie Plesa Jr. was looking for.

"Everything went according to the plan that we had," Plesa said by phone. "It couldn't have gone any better."

The only Derby contender to post a workout Sunday was Code West, who went five furlongs in 1:00.40 under Hall of Famer Mike Smith. The workout pleased trainer Bob Baffert following the horse's sixth-place run in the Louisiana Derby, but Code West's status for the Derby will be determined after Baffert meets with owner Gary West.

The Derby field is limited to 20 starters. Code West is one of three horses tied for 20th in the qualifying points with 20, so it's uncertain whether he would make the field.

"Our options are the Derby, the Preakness, the Peter Pan," Baffert said. "The Belmont has been the target for him. ... We're going to go over it. There's no rush to judgment just yet."

Baffert plans to send out Govenor Charlie on Monday for the first time since April 11, a layoff caused by a foot bruise and soreness in his hind end.

Boston bomb suspect moved; FBI probe shifts focus

BOSTON (AP) ? Boston Marathon bombing suspect Dzhohkar Tsarnaev was moved from a hospital to a federal prison medical center while FBI agents shifted the focus of their investigation to how the deadly plot was pulled off and searched for evidence Friday in a landfill near the college he attended.

Tsarnaev, 19, was taken from Beth Israel Deaconess Medical Center, where he was recovering from a throat wound and other injuries suffered during an attempt to elude police last week, and he was transferred to the Federal Medical Center Devens, about 40 miles from Boston, the U.S. Marshals Service said. The facility, at a former Army base, treats federal prisoners.

"It's where he should be; he doesn't need to be here anymore," said Beth Israel patient Linda Zamansky, who thought his absence could reduce stress on bombing victims who have been recovering at the hospital under tight security.

The FBI's investigation of the April 15 bombing has turned from identification and apprehension of suspects to piecing together details of the plot, including how long the planning took, how it was carried out and whether anyone else knew or was involved.

A federal law enforcement official not authorized to speak on the record about the investigation told The Associated Press on the condition of anonymity on Friday that the FBI was gathering evidence regarding "everything imaginable."

FBI agents picked through a landfill near the University of Massachusetts Dartmouth, where Tsarnaev was a sophomore. FBI spokesman Jim Martin would not say what investigators were looking for.

An aerial photo in Friday's Boston Globe showed a line of more than 20 investigators, all dressed in white overalls and yellow boots, picking over the garbage with shovels or rakes.

Investigators also have continued to interview people who were close to Tsarnaev, including two young men from Kazakhstan who were students with him at UMass Dartmouth.

Azamat Tazhayakov and Dias Kadyrbayev were jailed by immigration authorities the day after Tsarnaev's capture. Kadyrbayev's lawyer, former federal prosecutor Robert Stahl, said the pair, who had partied with Tsarnaev and other students at an off-campus apartment, had nothing to do with the attack and had no idea their friend harbored any violent thoughts.

"These kids are just as shocked and horrified about what happened as everyone else," Stahl said. He said they are being held for violating their student visas by not regularly attending classes and want to return to Kazakhstan as soon as possible.

U.S. officials, meanwhile, said that the bombing suspects' mother had been added to a federal terrorism database about 18 months before the deadly attack ? a disclosure that deepens the mystery around the Tsarnaev family and marks the first time American authorities have acknowledged that Zubeidat Tsarnaeva was under investigation before the tragedy.

The news is certain to fuel questions about whether President Barack Obama's administration missed opportunities to thwart the marathon bombing, which killed three people and wounded more than 260.

Tsarnaev is charged with joining with his older brother, now dead, in setting off the shrapnel-packed pressure-cooker bombs. The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents. Investigators have said it appears that the brothers were angry about the U.S. wars in Afghanistan and Iraq.

Two government officials, speaking on condition of anonymity because they were not authorized to speak publicly about the investigation, said the CIA had Zubeidat Tsarnaeva's name added to the terror database along with that of her son Tamerlan Tsarnaev after Russia contacted the agency in 2011 with concerns that the two were religious militants.

About six months earlier, the FBI investigated mother and son, also at Russia's request, one of the officials said. The FBI found no ties to terrorism. Previously U.S. officials had said only that the FBI investigated Tamerlan Tsarnaev.

In an interview from Russia, Tsarnaeva said Friday that she has never been linked to terrorism.

"It's all lies and hypocrisy," she said from Dagestan. "I'm sick and tired of all this nonsense that they make up about me and my children. People know me as a regular person, and I've never been mixed up in any criminal intentions, especially any linked to terrorism."

Tsarnaeva faces shoplifting charges in the U.S. over the theft of more than $1,624 worth of women's clothing from a Lord & Taylor department store in Natick in 2012.

Earlier this week, she said she has been assured by lawyers that she would not be arrested if she traveled to the U.S., but she said she was still deciding whether to go. The suspects' father, Anzor Tsarnaev, said that he would leave Russia soon for the United States to visit one son and lay the other to rest.

A team of investigators from the U.S. Embassy in Moscow has questioned both parents in Russia this week, spending many hours with the mother in particular over two days.

Meanwhile, New York's police commissioner said the FBI was too slow to inform the city that the Boston Marathon suspects had been planning to bomb Times Square days after the attack at the race.

Federal investigators learned about the short-lived scheme from a hospitalized Dzhokhar Tsarnaev during a bedside interrogation that began Sunday night and extended into Monday morning, officials said. The information didn't reach the New York Police Department until Wednesday night.

"We did express our concerns over the lag," said police Commissioner Raymond Kelly, who with Mayor Michael Bloomberg had announced the findings on Thursday.

The FBI had no comment Friday.

Feds Demand Answers From Nevada Psychiatric Hospital Accused Of Busing Patients Out Of State

CARSON CITY, Nev. -- The federal agency that oversees Medicaid and Medicare compliance has put Nevada on notice of "serious deficiencies" at a Las Vegas psychiatric hospital following reports of patients being improperly discharged.

A letter Thursday from the Centers for Medicare and Medicaid Services, first reported by The Sacramento Bee and obtained Friday by The Associated Press, gave Nevada 10 days to correct problems in its mental health discharge policies at Rawson-Neal Psychiatric Hospital or risk the loss of federal funding, potentially tens of millions of dollars.

The move follows an investigation launched by the Bee after James F. Brown, a patient at Rawson-Neal, was put on a bus alone in February and sent on a 15-hour trip to Sacramento, Calif., where he knew no one. Brown suffers from schizophrenia and depression.

The newspaper then reviewed bus ticket receipts dating to 2008 and found the hospital, part of the Southern Nevada Ault Mental Health Services, had transported about 1,500 patients to other states. Roughly 500 went to California.

Last year alone, Rawson-Neal bused out patients at a pace of more than one per day, shipping nearly 400 patients to a total of 176 cities and 45 states across the country, the Bee reported.

City attorneys in Los Angeles and San Francisco this month launched their own criminal investigations into whether Nevada engaged in "patient dumping."

California state Sen. Darrell Steinberg, who also called for an investigation, said Nevada has put people at "grave risk" and he welcomed the intervention by the federal agency.

"People with mental health disorders can recover with access to prevention, early intervention and treatment," Steinberg, a Democrat, said in a statement Friday. He called Brown's treatment "tantamount to abuse," adding that the hospital and Nevada "must be held accountable by federal regulators."

Earlier this week, Nevada Gov. Brian Sandoval said his administration launched three separate investigations after he learned of the Brown case. He said disciplinary actions were taken and a new policy was implemented to strengthen oversight. The state now requires two physicians instead of one to sign a discharge order for patients, and the decision must be approved by a hospital administrator.

The governor's office said Nevada will also require chaperones for all state psychiatric patients who are bused out of state.

"Let me be clear, improperly discharging one patient is one patient too many," Sandoval said this week.

Late Friday, Sandoval's office said measures Nevada has implemented will be filed with the federal agency as part of its response to remediate problems.

"Corrective action was taken immediately and the corrective action plan will be submitted to CMS next week," Mary-Sarah Kinner, Sandoval's communications director, said in an email.

The federal agency noted that if Nevada's efforts are sufficient, the hospital's status as being "deemed" to meet Medicare conditions of participation will be restored after a re-survey of practices.

In the meantime, the hospital can continue billing Medicare.

NBC announced Friday that Wiig will host the May 11 episode. For six seasons, Wiig was one of the most popular cast members on the show before exiting in an emotional send-off last May.

Vampire Weekend will perform as musical guest.

The network also announced that the season finale on May 18 will be hosted by Ben Affleck, with Kanye West as the musical guest. It's Affleck's fifth stint as host.

Vine coming to Android 'soon' say creators

Vine creators to bring their social video app to Android "soon"

Vine is going to come to Google Play "soon", according the the folks who created the popular iOS app. Speaking to The Verge, there was no timeline or any further details given about the Android version, and we're not even going to guess.

If you're not familiar with Vine, think of it as YouTube for folks with very short attention spans. It captures six seconds of video, letting you stop and start as many times as you like, then assembling everything up ready to post to Twitter. There is no secret sauce or other magic at work -- just a six second video clip. Have a look at it here, where Phil breaks it down.

The app itself allows you to follow users and view their Vines, and there's an unofficial website to follow along for those who don't have the app at VinePeek. Warning -- this is exactly what you would expect to see when you give everyone an uncensored arena to post six second clips. If you find wieners and teenagers using foul language offensive, you have been warned.

When Vine does come to Android, we'll give it a good look. I'm calling in sick that day.

Syria's industrialists join exodus from country

BEIRUT (AP) ? With the Syrian civil war edging closer to Damascus, the capital's business elite long cultivated by President Bashar Assad as a support for his regime is starting to join the exodus from the country.

Popular restaurants and high-end stores in Damascus have shut down as their owners move to Beirut and reopen there. They become the latest part of the flight of the Syrian upper class, thousands of whom are believed to have moved abroad over the past year, mainly to Lebanon, Turkey and the Gulf.

Syrian merchants and factory owners have rented apartments in the Lebanese capital as well as Dubai and Cairo. Many skyscrapers dotting Lebanon's famed Mediterranean corniche are known to have been rented out to Syrians at exorbitant prices.

Most still largely back Assad and hope to return, but their flight is a sign of the deep worry over the direction the fight has taken.

"Most people in Damascus have lost hope," said Reema, a chemical engineer. She fled the capital last summer and now lives in Beirut, managing a factory in one of Damascus' industrial zones remotely, via Skype. At first, "we could hear the bombs from around Damascus but we knew that they were far away so we got on with our lives ... Now, the war is everywhere."

She said she has seen a new influx of Damascus residents into Beirut and expects more to come once schools go on summer vacation and well-off Damascene families feel freer to pack up. Reema spoke on condition she be identified only by her first name for fear of reprisals against her business or collague still in Syria.

"Some who have been coming back and forth between Beirut and Damascus are giving up and want to stay to avoid the hassles of checkpoints and ID checks and fear of being taken by groups who just pick people up from the streets," she said, adding that residents blame both regime and opposition-linked groups for disappearances.

Several other businessmen who fled more recently to Beirut spoke to The Associated Press of growing numbers of the elite choosing to leave for the time being. But they refused to give details or be quoted because of worries over their enterprises back home.

The extent of new departures was impossible to confirm. The Damascus area has seen some waves of violence previously over the past two years. But in the past few months it has intensified, with heavy fighting in towns and villages on the capital's outskirts and frequent barrages of rockets and mortars into the city itself. The industrial zones in Damascus are largely protected by government troops. But crippling security measures and a network of checkpoints slow down industry. Lack of electricity and a spike in kidnappings of wealthy residents is also prompting some to move abroad.

More than 1 million Syrians have fled the country to escape the civil war, now its third year. The bulk of them are poor, largely from the country's Sunni Muslim majority that makes up the backbone of the rebellion, leaving homes battered by fighting between rebels and regime forces around the country and crossing into Jordan, Turkey or Lebanon.

Syria's powerful and monied elite have long had a complicated history with the regime. The rich and powerful industrialists, merchants and factory owners are mostly secular Sunni Muslims, mainly from families who were largely allowed to operate in Aleppo, Syria's economic engine, and in Damascus, without government interference while the Assad family's Alawite sect, an offshoot of Shiite Islam, kept its grip on political power.

When the uprising against his rule erupted in March 2011, most stuck by the president. That support has been strained by two years of bloodshed that has killed an estimate 70,000 people and disrupted business and life. But many deeply distrust the rebels because of the strength of Islamic hardliners and the lack of a cohesive leadership.

"With the fighting ripping apart the social fabric of cities, the elite is increasingly very confused because they can't support the regime any more but also cannot embrace the rebels, who are looking to take over their properties," said Joshua Landis, a Syria expert at the University of Oklahoma.

Syria's urban elite has been concentrated in the northern city of Aleppo and the capital Damascus. Most of the rebels come from the underdeveloped countryside ? poor, religiously conservative and angry over years of economic marginalization they say was enforced by the old merchant families and regime-linked industrialists.

The first waves of the elite leaving came last year, from Aleppo and the central city of Homs. Now, industrial zones in those cities packed with textile, plastics, pharmaceutical and cosmetics manufacturers stand virtually deserted.

Aleppo, the country's largest city, became a battle zone last summer when the rebels launched an offensive there. Since then, it has been torn apart by months of grinding urban warfare that has devastated the city and left it carved into rebel- and regime-held zones.

Even before the fighting started in Aleppo, businessmen say rebel fighters from the countryside came to factories demanding the owners pay up.

The owner of an Aleppo plastics factory said that about a year ago, rebels came and told him, "You need to support our revolution or your factory will burn down." He negotiated with them and they walked out with a safe containing 400,000 Syrian pounds, about $5,700.

Three months later, he locked the factory doors and moved to the United States, managing his businesses from there. He spoke on condition he be identified only by his first name, George, fearing harassment of his family and his associates, who still travel to Syria from Lebanon and Turkey.

George and his father, who has moved to Turkey to set up a business, pay rent on an apartment in Beirut for George's sister, he said.

George said the "class component" of the revolution became impossible to ignore. To the rebels, "there was 100 percent correlation between the regime and the rich," he said. "Having money meant you were in bed with the regime."

Few industrialists in Damascus and Aleppo have entirely shut down their business, choosing instead to run them remotely in hopes fighting will subside and they can return.

"For us to go back, the government would have to win this decisively and put business where they were," George said.

Most of the business community is in a "wait and see mode," said Ayham Kamel, a Middle East analyst at the Eurasia Group in London.

"The Syrian business community still views its role in the rebuilding Syria as vital," Kamel said. "There is a prevalent thought among the elite that they will return and re-establish their business enterprises once the war is over."

New battery design could help solar and wind power the grid

Apr. 24, 2013 ? Researchers from the U.S. Department of Energy's (DOE) SLAC National Accelerator Laboratory and Stanford University have designed a low-cost, long-life battery that could enable solar and wind energy to become major suppliers to the electrical grid.

"For solar and wind power to be used in a significant way, we need a battery made of economical materials that are easy to scale and still efficient," said Yi Cui, a Stanford associate professor of materials science and engineering and a member of the Stanford Institute for Materials and Energy Sciences, a SLAC/Stanford joint institute. "We believe our new battery may be the best yet designed to regulate the natural fluctuations of these alternative energies."

Cui and colleagues report their research results, some of the earliest supported by the DOE's new Joint Center for Energy Storage Research battery hub, in the May issue of Energy & Environmental Science.

Currently the electrical grid cannot tolerate large and sudden power fluctuations caused by wide swings in sunlight and wind. As solar and wind's combined contributions to an electrical grid approach 20 percent, energy storage systems must be available to smooth out the peaks and valleys of this "intermittent" power -- storing excess energy and discharging when input drops.

Among the most promising batteries for intermittent grid storage today are "flow" batteries, because it's relatively simple to scale their tanks, pumps and pipes to the sizes needed to handle large capacities of energy. The new flow battery developed by Cui's group has a simplified, less expensive design that presents a potentially viable solution for large-scale production.

Today's flow batteries pump two different liquids through an interaction chamber where dissolved molecules undergo chemical reactions that store or give up energy. The chamber contains a membrane that only allows ions not involved in reactions to pass between the liquids while keeping the active ions physically separated. This battery design has two major drawbacks: the high cost of liquids containing rare materials such as vanadium -- especially in the huge quantities needed for grid storage -- and the membrane, which is also very expensive and requires frequent maintenance.

The new Stanford/SLAC battery design uses only one stream of molecules and does not need a membrane at all. Its molecules mostly consist of the relatively inexpensive elements lithium and sulfur, which interact with a piece of lithium metal coated with a barrier that permits electrons to pass without degrading the metal. When discharging, the molecules, called lithium polysulfides, absorb lithium ions; when charging, they lose them back into the liquid. The entire molecular stream is dissolved in an organic solvent, which doesn't have the corrosion issues of water-based flow batteries.

"In initial lab tests, the new battery also retained excellent energy-storage performance through more than 2,000 charges and discharges, equivalent to more than 5.5 years of daily cycles," Cui said.

To demonstrate their concept, the researchers created a miniature system using simple glassware. Adding a lithium polysulfide solution to the flask immediately produces electricity that lights an LED.

A utility version of the new battery would be scaled up to store many megawatt-hours of energy.

In the future, Cui's group plans to make a laboratory-scale system to optimize its energy storage process and identify potential engineering issues, and to start discussions with potential hosts for a full-scale field-demonstration unit.

The FIA's upcoming Formula E series has revealed two US dates on its début 2014 calendar (Los Angeles, Miami) and yesterday it took to LA's streets to promote the partnership. For Earth Day, Mayor Antonio Villaraigosa welcomed Formula E Holdings CEO Alejandro Agag downtown along with a Formula E racecar for the exhibition. The race will run on downtown streets next year, although the exact route the 140mph-capable EVs will take has yet to be locked down. Unfortunately there's no video of the event so while you can't not-hear its electric engine humming along as it burned rubber in the streets, the pictures in this gallery and video from its Moscow and Rome exhibitions will have to do.

WASHINGTON (AP) ? Investigators say Eric Justin Toth's five-year run as a fugitive began when he was fired from his teaching job at a prestigious private school in Washington after he was confronted about images of child pornography taken with a camera that was in his possession.

It ended over the weekend when Nicaraguan authorities, acting on a tip, found him living in that Central American country illegally ? with phony passports, driver's licenses and credit cards, authorities said. The FBI has said it's investigating why Toth was living there, but the bureau has previously said that he may have been advertising online for work as a nanny or tutor.

Now, investigators are trying to piece together how he avoided capture even after he was placed on the FBI's Most Wanted list, a notorious designation reserved for those considered dangerous criminals and that has featured the likes of Osama bin Laden and Whitey Bulger. They're encouraging any other potential abuse victims from other states to come forward as prosecutors proceed with a federal child pornography case against the 31-year-old Toth, who was ordered held without bond during a brief court appearance Tuesday.

"The fact that he is a known child predator and that he's been on the run for five years, we assume that there's potentially other victims in other places that he's been over the past five years," said Valerie Parlave, the head of the FBI's Washington field office.

A federal public defender assigned to Toth didn't immediately return a call seeking comment. Phone listings for possible relatives of Toth either declined to comment or did not return phone messages.

The arrest on Saturday, in a city near Nicaragua's border with Honduras, ended a frustrating international manhunt for the computer-savvy teacher and former camp counselor.

There were tantalizing clues along the way ? a fake suicide note in Minnesota, an apparent sighting at a shelter in Arizona, a tip that led agents on an extensive search of South America. However, Toth continued to elude the authorities, even as pictures of his bespectacled and sometimes bearded face were featured on news programs, billboards around the country and the FBI's list.

The big break came last week when a female tourist encountered Toth in a social setting, recognized him and contacted authorities, said another FBI spokeswoman, Jacqueline Maguire.

Toth first arrived in Nicaragua in October and appeared to have spent at least part of his time there creating false identities and ID documents, police said. When his house was raided, police found passports, driver's licenses and credit cards from three banks, under different names, suggesting he was preparing new false identities to use, said national Police Chief Aminta Granera. Toth was living under an assumed name, authorities said, and the FBI used records of a recent purchase to pinpoint his whereabouts.

Federal prosecutors unsealed a criminal complaint Tuesday charging Toth with possessing and producing child pornography, charges that together carry a maximum 50-year prison sentence. Toth wore a blue jail jumpsuit, his hair considerably longer than in the photographs the FBI had made public, and he spoke softly in response to a judge's perfunctory questions.

Prosecutors revealed no new details of their case in court. But according to the complaint, multiple images of child pornography ? including one in which Toth allegedly appeared alongside an undressed young boy ? were found on a media card in his classroom in June 2008.

Toth had been teaching third grade at Beauvoir, a private elementary school that occupies 60 acres on the grounds of the Washington National Cathedral. It educates all students, from Pre-K through third grade, on how to speak Spanish.

Although "not the most socially adept guy," he was an engaged teacher who helped students think outside the box in math and logic and who even incorporated lessons on why people do or don't do the right things, recalled Michele Booth Cole, whose daughter was in Toth's class.

"He wasn't teaching from the textbook. It was really much more creative and thought-provoking for the kids," said Cole, executive director of Safe Shores ? the DC Children's Advocacy Center, which helps abused children.

The media card with the pornographic images was found in in a box addressed to Toth at the school's address, the complaint says. Although some of the images showed children laughing and playing, others were every parent's "worst nightmare," said Ron Machen, the U.S. Attorney for the District of Columbia.

Those include photographs and videos showing the hand of an adult male fondling a boy, the complaint says. Another video, taken in what appears to be a classroom, shows a man investigators believe to be Toth with an undressed prepubescent boy.

Toth was fired after the images were discovered. He disappeared immediately, long before anyone could arrest him.

His car was found later that summer in a long-term parking lot at the Minneapolis airport along with a fake suicide note inside that claimed he was going to kill himself in a nearby lake. But no body was found, and investigators concluded it was a ruse.

"Clearly he was trying to throw investigators off at that point," said FBI Special Agent Kyle Loven, an agency spokesman in Minneapolis.

He was believed to have been sighted in Phoenix in 2009, apparently working as a quasi-counselor at a shelter under an assumed name, the FBI has said. He was gone before agents could get to him. Authorities also believe Toth, who is from the Midwest, has traveled in the last four years to Illinois, Indiana, Wisconsin and Minnesota.

In April 2012, the FBI, concerned that the trail was going cold and that Toth's experience in interacting with children and earning their trust might be putting other kids at risk, announced that it was adding him to the bureau's Most Wanted fugitives list, where he filled a slot left vacant by the death of bin Laden.

Ron Hosko, then the special agent in charge of the criminal division of the FBI's Washington field office, said at the time, "This is a dangerous person because of his nature, because he is a child predator, because of his ability to groom both adults and potentially these children to develop some sorts of bond of trust."

Police: Madonna's brother resists arrest, is hurt

TRAVERSE CITY, Mich. (AP) ? Authorities say the brother of pop star Madonna needed nine stiches to his forehead after he resisted arrest in a public bathroom in northern Michigan.

The Traverse City Record-Eagle reports (http://bit.ly/10v57vC ) that police were called Sunday night when 56-year-old Anthony Ciccone refused to leave the bathroom at the Grand Traverse County Civic Center.

Police say an officer tried to arrest Ciccone on an outstanding warrant for trespass. He confronted the officer, who brought him to the ground. Ciccone's face hit the floor and he required stitches.

Police say Ciccone's blood-alcohol level was 0.40. The legal limit for driving is 0.08.

No attorney is listed for Ciccone, who was arraigned on the warrant and jailed.

Madonna's publicist, Liz Rosenberg, declined to comment. Madonna is a Michigan native.
